That, in the opinion of the House, the government: (a) should not make a decision on the proposed takeover of Nexen by CNOOC without conducting thorough public consultations; (b) should immediately undertake transparent and accessible public hearings into the issue of foreign ownership in the Canadian energy sector with particular reference to the impact of state-owned enterprises; and (c) must respect its 2010 promise to clarify in legislation the concept of "netbenefit" within the Investment Canada Act.

M. Peter Julian (Burnaby—New Westminster, NPD): Madame la Présidente, je remercie mon collègue pour son discours sur ces questions. Il a mentionné le fait que les conservateurs imposent le bâillon pour ce projet de loi. Effectivement, il sont en train de clôturer les débats. C'est vrai que du côté conservateur, ils n'ont absolument rien à offrir. Ils n'ont que le même discours. Mais chez nous, on a fait une analyse, comme le député a fait dans son premier discours et aujourd'hui. On a discuté et on regarde l'ensemble de la législation, y compris l'augmentation du seuil d'actifs indiquant qu'on peut avoir une main-mise sur les institutions financières allant jusqu'à 12 milliards de dollars, ce qui n'est pas souhaitable dans le contexte actuel.

Mr. Peter Julian (Burnaby—New Westminster, NDP): Mr. Speaker, I listened attentively to the member's speech and as he knows there has been some concern about the different formulas that the government has introduced through the various manifestations of the bill that we have seen through the last couple of Parliaments, different formulas that have been brought forward at each time. That is something we have raised concerns with and our shadow critic for democratic reform, the member for Hamilton Centre, has raised this issue of differing formulas the government has used each time it introduces legislation.

Peter Julian: Monsieur le Président, j'apprécie beaucoup la question de mon collègue de Chicoutimi—Le Fjord, une question de très grande qualité, par rapport à la dernière question qu'on a eue des conservateurs, qui était de mauvaise qualité à mon avis. Le député de Chicoutimi—Le Fjord fait une très bonne représentation en ce Parlement, même s'il n'y est que depuis quatre mois. J'ai vécu à Chicoutimi et je reconnais la qualité des représentations qu'il fait dans ce Parlement.
